 Measure 3a:  Develop/Implement Illicit Discharge Program

“Develop and implement an Illicit Discharge Detection and Elimination Program.  Include provisions for program assessment and evaluation.”

The Phase II permit lays out the steps needed to develop and implement an Illicit Discharge Detection and Elimination (IDDE) program:

Phase II local governments will achieve this measure simply by letting the NC Division of Water Quality know their timeframe for completing each one of the above tasks. See the  Illicit Discharges Detection and Elimination Program Chart for a suggested format for scheduling your required activities. The schedule proposed for these tasks must be at least as timely as the schedule dictated by your Phase II permit. 

The Center for Watershed Protection has developed an Illicit Discharge Detection and Elimination Guidance Manual. It is intended to provide support and guidance for Phase II   communities as they establish Illicit Discharge Detection and Elimination programs. It is available on the Center for Watershed Protection IDDE website.
