Volunteer Water Monitoring

U.S. Environmental Protection Agency (EPA) Region 3 recently posted a Volunteer Water Monitoring web page on the World Wide Web at: http://www.epa.gov/reg3wapd/3wp13/volmon/p1.htm. The Volunteer Water Monitoring layout includes: 

  • Vision — volunteers have an important role to play in water protection.
  • Holistic water monitoring — text on the triad of water chemistry, biota and habitat, which is meant to encourage a comprehensive approach to volunteer monitoring; hotlinks to NOAA weather volunteers, the hydrologic cycle, 305b report, USGS water data, biological indicators, SAV, Pfiesteria, TMDLS; with numerous Region III photographs of aquatic conditions.
  • Context of water monitoring and volunteer monitoring — hotlinks to the national postings of methods manuals, national directory, national newsletter, etc.
  • Locating yourself by state and watershed — for the volunteer, and includes the State volunteer monitoring coordinator/contact, and Surf Your Watershed to help the volunteer navigate to their watershed and all the resources thereto. For the District of Columbia, the Anacostia Watershed home page is added because it provides more details on DC's water issues than Surf Your Watershed.
  • What's new — includes the Delaware River Basin Water Snapshots and the Mid-Atlantic Volunteer Water Monitoring Conference.
  • Before and after you monitor — putting you in a Green Communities context, point source and nonpoint source programs, in addition to pollution prevention and restoration concepts, including the Chesapeake Bay Program.

All of this is topped off by a hotlink to the President's Clean Water Action Plan. 

There are also about 300 downloadable bookmarks, arranged topically for more extensive investigations. For example, there is a bookmark for local weather forecasts by zipcode for any U.S. location. Federal water programs are listed by their home pages, and clearinghouses and specific hydrologic units for watersheds are set up by State.

USDA Water Quality Demo Projects

The executive summary of the report Communication and Adoption Evaluation of USDA Water Quality Demonstration Projects is now available at http://www.nal.usda.gov/wqic/wgwq/demoeval.html

This evaluation covers eight United States Department of Agriculture (USDA) Water Quality Demonstration Projects initiated in 1990 and rates the projects' early performance in accelerating producer adoption of best management practices. Recommendations are given to improve workings at both the state project level and the USDA national program level.

Watershed Training Opportunities

The U.S. Environmental Protection Agency (EPA) has published a booklet entitled Watershed Training Opportunities. This booklet provides information on watershed training opportunities sponsored by EPA's Office of Water and the Watershed Academy. It includes descriptions of the four main activities of the Watershed Academy - training courses, publications, watershed management facilitation services to help states and tribes implement watershed approaches, and website - and also covers training courses and educational materials on watersheds produced throughout the EPA Office of Water. Watershed Academy publications, training opportunities, and course schedules are available on the Watershed Academy website (and the booklet will be there soon). NCSU Water Quality Group Staff Changes

Janet Young  
We would like to extend a fond farewell to Janet Young, who has worked as Program Assistant with the NCSU Water Quality Group since 1992. Janet will be relocating to the Upper Peninsula of Michigan with her family. Janet has made significant contributions to the efforts of the NCSU Water Quality Group. She performed desktop publishing for all NCSU Water Quality Group publications and conversion of documents for World Wide Web access, served as co-editor of this newsletter, assisted with the financial management of the Group, and provided computer support. Most noteworthy, Janet was responsible for desktop publishing and design of the yearly Section 319 National Monitoring Program (NMP) Projects Summary Report, as well as the 1995 and 1997 NMP Overviews. Janet has been a tremendous asset to the Group and we wish her the very best.   

Kevin Tweedy  
We would like to welcome Kevin Tweedy to the NCSU Water Quality Group effective April 1998. His primary responsibility will be to assist Section 319 National Monitoring Program nonpoint source watershed projects nationwide in their land treatment implementation and water quality monitoring and evaluation strategy. Kevin will also work on enhancing the agricultural BMP effectiveness database, which is accessible from the World Wide Web. Kevin received his M.S. degree in Biological and Agricultural Engineering from North Carolina State University in 1998. Welcome, Kevin!

Sixth National Nonpoint Source Monitoring Workshop:  Interpreting Water Quality Responses to Land Treatment  September 21-24, 1998, Cedar Rapids, Iowa 

Purpose: To bring together nonpoint source pollution specialists to share information on effective monitoring techniques, statistical analysis of watershed data, and the overall effectiveness of BMPs on improving water quality. The progress of the Section 319 National Monitoring Program (NMP) projects will be highlighted, as will other innovative water quality projects and monitoring techniques. 

Sessions will focus on the following topics: 

• Sediment Delivery in Watersheds 
• Bioassessment - Analysis and Interpretation 
• Calculating Appropriate Total Maximum Daily Loads (TMDLs) for Watersheds 
• Proper Interpretation and Innovative Analysis of Water Quality Data 
• Effectiveness of Nutrient and Pesticide Management on a Watershed Scale 

The program will offer three days of indoor workshop sessions/talks and a day-long field trip. Concurrent trips will be offered: one to northeast Iowa (Clayton County) to visit the Sny Magill Creek and Big Spring projects, and a second trip to central Iowa to see the Walnut Creek National Wildlife Refuge in Jasper County and the Bear Creek project in Story County. (Walnut Creek and Sny Magill Creek are two of the U.S. EPA Section 319 NMP projects.)
