Solid waste management
is one of the highest priorities throughout the United States and the State
of North Carolina. Local governments, businesses, and individuals recognize
the importance of managing waste to conserve and protect natural resources.
Federal and state solid waste management mandates have had a dramatic impact
on local governments. Communities throughout North Carolina are struggling
to meet these requirements with limited staff and financial resources. Community
leaders need assistance in meeting the requirements of state regulations
regarding:
* Landfill closure, new construction and groundwater monitoring requirements
* Landfill bans on specific materials
* Waste reduction goals for reduction at the source, reuse, recycling and
composting
* Solid waste management plan development and implementation by local governments
* Annual solid waste management activity reports
* Development and implementation of recycling and waste reduction programs
Extension programs in this area include educational program development
(through workshops, in-service training, and publications) to assist communities
in meeting state solid waste management requirements. Areas of focus include
commercial, industrial and residential solid waste source reduction, reuse,
recycling, composting, and recyclable materials market development. Primary
audiences include county extension agents, local government solid waste managers,
county and municipal leaders, business and industry managers, teachers, farmers,
youth leaders, and citizen groups.
