Professional Summary

Ms. Hall is a riparian biologist at the NCSU Stream Restoration Institute. She is experienced in stream restoration field surveys, revegetation design of riparian areas, stream delineation, natural resource surveys, and wetland delineation and mitigation.
 
Professional Experience

NC Cooperative Extension:  April 2000 to present.

North Carolina Wetlands Restoration Program, East Prong  Roaring River Restoration at Stone Mountain, Alleghany and Wilkes County, NC.  Served as Cooperative Extension project biologist.   Developed revegetation plans for stream banks and floodplain area.  Implemented installation of transplants, live stakes, bareroots, and seeding.  Set up monitoring regime for mitigation requirements regarding vegetation survivability and am currently monitoring.  Delineation of jurisdictional wetlands.  Installed groundwater monitoring units and designed wetland restoration area within floodplain.

Piedmont Land Conservancy CWMTF grant for Restoration of Brushy Fork, Surry County, NC. Served as Cooperative Extension project biologist.   Developed revegetation plans for stream banks and floodplain area.  Implemented installation of transplants, live stakes, bareroots, and seeding.  Developed inovative seed mixtures for riparian revegetation.  Monitoring of vegetation is currently ongoing.

Wake County CWMTF grant for Restoration of tributary to Yates Mill Pond, Phase 1, Wake County, NC.   Served as Cooperative Extension project biologist.   Developed revegetation plans for stream banks and floodplain area.  Implemented installation of transplants, live stakes, bareroots, and seeding.

North Carolina Department of Transportation, Stream Restoration:  A Natural Channel Design Handbook.  Authored sections and chapters on floodplain vegetation, revegetation of stream restoration projects, and monitoring of stream restoration projects. Taught workshops on vegetation issues in stream restoration to NCDOT personnel.

Private consulting:  May 1998 to March 2000.

North Carolina Department of Transportation, Abbott Property Stream Restoration Plan, Wake County, NC.  Served as project biologist.  Developed revegetation plans for stream banks and riparian buffer.  Encorporated native plants into restoration design, including onsite salvage of riparian vegetation. Performed stream channel surveys and natural resource surveys.  Assisted with data calculations, stream channel design, and development of plan sheets.

North Carolina Department of Transportation, Speight Branch Stream Restoration and Wetland Mitigation Plan, Wake County, NC.  Served as stream restoration biologist. Developed revegetation plans for stream banks and riparian buffer.  Encorporated native plants into restoration design.  Performed stream channel surveys and natural resource surveys.  Assisted with data calculations, stream channel design, and development of plan sheets.   Assisted with delineation of jurisdictional wetlands.

North Carolina Wetland Restoration Program, South Fork Mitchell River Stream Restoration Plan, Surry County, NC.  Served as project biologist.  Developed revegetation plans for stream banks and riparian buffer.  Encorporated native plants into restoration design, including onsite salvage of riparian vegetation. Coordinated with NRCS agent in creating revegetation plan for the site.  Conducted benthic macroinvertebrate surveys to determine water quality.  Performed stream channel surveys and natural resource surveys.  Assisted with data calculations, and stream channel design.

Stokes County Soil and Water Conservation District, Town Fork Creek Stream Restoration, Stokes County, NC.  Served as stream restoration biologist.  Developed revegetation plans for stream banks and riparian buffer.  Encorporated native plants into restoration design.

North Carolina Department of Transportation, Asheboro ByPass Natural Resource Technical Memo, Randolph County, NC.  Lead project biologist for project.  Delineated all jurisdictional wetlands and streams within project corridor.  Surveyed corridor for endangered Helianthus schweinitzii.  Located three previously undiscovered sundflower populations in area.  Responsible for writing natural resources technical memo in accordance with NEPA regulations.

United States Department of the Air Force, Pope Air Force Base Wetland Assessment, Cumberland County, NC.  Assessed select wetlands on base for potential mitigation uses.  Determined feasibility of using HGM method on these wetlands.  Wrote report with recommendations for enhancement and restoration of base wetlands.

North Carolina Department of Transportation, Phillips Wetland Mitigation Plan, Wake County, NC.  Staff Scientist for development of wetland mitigation plan for 60 acre tract.  Delineated all jurisdictional wetlands and performed GPS survey of wetlands.  Wrote report describing wetland areas and other natural resources on the site. Installed RDS groundwater monitoring wells and monitored groundwater levels monthly.

Peachtree Wastewater Treatment Plant, Wetland Impact Assessment, Kinston, NC.  Conducted biological evaluation of vegetation  and wildlife of impacted wetland communities.  Developed and conducted vegetation surveys in impacted and reference wetland areas, including cover classes and basal areas of vegetation. Wrote section of report on wetland community characterization which included description of Cypress-Gum Swamps (Brownwater Subtype).  Researched literature pertaining to effects of wasterwater and sludge applications to wetland communities.

North Carolina Department of Transportation, Friedburg Marsh Wetland Mitigation Plan, Forsyth County, NC.  Monitored groundwater levels monthly.  Correlated groundwater data and rainfall data to develop hydrographs of each monitoring station. Construction monittoring.

North Carolina Department of Transportation, Sandy Creek Wetland Mitigation Plan, Randolph County, NC.  Staff Scientist for development of wetland mitigation plan for 12 acre tract.  Conducted on-site field surveys, identified and described plant communities, wildlife, soils, surface water features, and drainage features. Wrote report of natural resources on the site.  Assisted with environmental site assessment.  Monitored groundwater levels monthly.

North Carolina State Ports Authority, Radio Island Expansion Draft Environmental Impact Statement, Carteret County, NC.  Wrote portions of Affected Environment, including land use, socioeconomics, recreation, hazardous materials, and utililites.  Organized and prepared sections of Affected Environment, including graphics.   Organized and prepared appendices for total document.
